Ms. Joyce began consulting and providing expert witness testimony in cases
involving worker's compensation premium disputes in 2004.
Ms. Joyce developed her expertise in California worker's compensation
premium matters during twelve years in the legal department of the
Workers' Compensation Insurance Rating Bureau (WCIRB). She was
responsible for advising staff, insurers, and employers regarding application
of the California workers’ compensation regulations. She was a key player in
addressing the emergence of the employee leasing industry in California.
As Vice President, Legal, she led a team in revising the regulations to reflect
the elimination of the Minimum Rating Law in 1995. Her responsibilities also
included responding to employer complaints, advising the Classification and
Rating Committee, representing the WCIRB before the Administrative
Hearing Bureau of the Department of Insurance and appearing on behalf of
the WCIRB at public hearings regarding recommended changes to the
She spoke to broker and agent associations, presented at WCIRB seminars to
educate the worker's compensation community regarding changes in the
regulations and served on the faculty of the 10th Annual California
Insurance Regulation Conference.
